背景介绍：

青岛船东协会是海运行业自律性管理的非营利性社会团体，于1998年由部分船东自愿组成，是会员意志的代言人，也是会员权益的维护者。协会成立十年来，很好地维护了青岛地区航运市场秩序。青岛船东协会联合船运企业制定"自律公约"，在全国首创淡季"份额制"，遏制了无序竞争，保障了货主的长远利益。其影响力已经扩展到全国乃至国际。会员已发展到四十多家。

王均耀，青岛船东协会秘书长，2004年度中国航运界十大赢家，其提出的"规则是老大"的理念被中国的一间媒体公司评为2006年度十大经典语录。

 

Introduction:

The Qingdao Shipowners' Association is a non-profit community group consisting of members working in the ocean shipping industry. It was founded in 1998 by a group of ship owners with the goals of defending its member's rights and representing the collective will of its members to make positive changes in the industry. The Qingdao regional shipping market is thriving, in part because of the association's "self-discipline convention" and the creation of an off-season "share" system, which helps control competition and protect the long-term interests of the association's shipping companies. The group's influence has now felt around the country and even internationally with over 40 active members.

Wang Junyao, as the Secretary General of the Qingdao Shipowners' Association, was honored to be picked as one of China's top ten winners in the shipping industry in 2004. He also coined a notable quote, "rule is boss", which won the 2006 Top Ten Best Quotes contest, organized by a local industry media company in China.
